Narrowbanding Services

The Federal Communications Commission (FCC) has mandated that all non-federal public safety licenses which use 25 mHz private land mobile radio (LMR) systems must migrate to 12.5 mHz narrowband voice channels and highly efficient data channel operations by January 1, 2013.

HSC INDUSTRIAL provides several services to assist public safety agencies (and other 25 kHz radio system users) in meeting this FCC mandated directive. HSC technicians will review existing communications systems/equipment and provide solutions to fit individual compliance needs.

Compliance

Newer VHF/UHF radio equipment (FCC approved equipment issued after Feb. 4, 1997) has the capability for both 25 kHz and 12.5 kHz operation. While some equipment may only need re-programming to comply; other equipment cannot be upgraded and therefore must be replaced in order to conform to narrowbanding regulations.

Non-compliance can negatively impact public safety. Using the narrowband channels will provide more efficient use of the spectrum and greater spectrum access for users, as well as ensure interoperability and eliminate harmful interference.

Interim Deadlines

  • January 1, 2011
    The FCC will no longer grant applications for new voice operations or applications to expand the authorized contour of stations using 25 kHz channels. Only narrowband authorizations will be granted. Also, the FCC will prohibit manufacture or importation of new equipment operating on 25 kHz channels. This will reduce the availability of new equipment for legacy radio systems and will affect how agencies maintain and upgrade older systems.

    Deadline for 12.5 kHz migration or conversion to a technology that achieves equivalent efficiency
